But if Congress does not design it, the EPA is going to do that. And we are not going to vote for bills that do not solve this problem that would strip the EPA of their authority to solve this problem. So we need the Senate to step up to the plate, have some system to reduce carbon pollution so that we can move forward. I want to thank Mr. Tonko for his leadership here tonight.
