Just let me kind of summarize some of the overreaching debate that we've had here today. This issue has been around this Congress for over 10 years, and this issue has had broad support within the State of Hawaii, Mr. Speaker, for over 10 years. And the underlying bill, before we will vote on the substitute, the underlying bill has broad support in the State of Hawaii. But now we are going to have an amendment that was not written in public, and, in fact, as I mentioned in my earlier remarks, Governor Lingle is opposed to this approach on this bill, even though she agrees wholeheartedly with the issue of recognition for Native Hawaiians. So, Mr. Speaker, I take everybody's word that's involved in this that it will be worked out to everybody's satisfaction. But, Mr. Speaker, why should we, on the floor of the House----
