I want to repeat that, Mr. Speaker; this does not slow down the process at all. It simply makes in order, with the appropriate waivers, to discuss the amendment that was described by Mrs. Wilson from New Mexico. This is a very, very serious issue. It has been described by a number of people how important this is to our Intelligence Community. And by definition, it falls into the area of secure knowledge. But for those that are on the committees of jurisdiction, those that hear this on a regular basis, we need to act on it sooner than later. And we can act on it today without slowing down the process whatsoever by defeating the previous question, voting ``no'' on the previous question. I will be submitting an amendment that will be made in order, with the appropriate waivers, and we can debate the issue. It sounds to me, Mr. Speaker, that there is strong bipartisan support in order to achieve this end that has been described. We have the opportunity to do it now. We ought to do it before the August recess. And so, Mr. Speaker, I am asking my colleagues to vote ``no'' on the previous question.
