I yield myself 30 seconds to respond to my friend from New Jersey. He talked about section 102. Section 101, which is the basis of all this really, talks about what the President did with his executive order, by improving performance of Federal permitting and review of infrastructure projects. Now, we are simply duplicating what the President has already said is okay in other areas. With that, Madam Chairman, I am very pleased to yield 2 minutes to the gentleman from New Mexico (Mr. Pearce).
