RULES OF THE HOUSE; VICE CHAIRMEN (a) Applicability of House Rules. (1) The Rules of the House of Representatives, so far as they are applicable, are the rules of the Committee on Natural Resources (hereinafter in these rules referred to as the ``Committee'') and its Subcommittees.
