Fortunately, Mr. Speaker, Republicans succeeded in forcing the Democrat majority to restore the earmark transparency and enforceability rules that they had changed at the beginning of this Congress, and now spending bills are being brought to the floor with earmarks where they can be discussed, debated, and voted upon, as they should be. Mr. Speaker, I am pleased that the fiscal year 2008 Interior and Environment Appropriations bill that we will consider today contains a list of earmarks and the names of the sponsors of those earmarks. This means that Members will have the opportunity to review them before casting their vote on the House floor and not just see them added months from now, as was previously tried.
