None of the funds made available by this Act under the heading ``Pacific Coastal Salmon Recovery'' may be used for grant guidelines or requirements to establish minimum riparian buffers. The Acting CHAIR. Pursuant to the order of the House of today, the gentleman from Washington (Mr. Hastings) and a Member opposed each will control 5 minutes.
