If the gentleman remembers, because he was in a committee hearing, under direct questioning, I think it was Director Abbey said that there is no authority to make any designation under law of wild lands because that was a made-up term. There's no designation. Can they inventory? Yes. Nobody argues with that. But you can't make up administratively a new designation, and that's what the issue was. And he testified that he had no authority to do that.
