Let's be clear about what is happening here. And that is that the rules of the House are being altered to block the House from voting on this amendment. It is clear and simple. We were elected to represent our constituents by casting a vote and votes, and today Democrat leaders are denying us a vote. I am extremely concerned with this unprecedented rule and I have an amendment, and I hope the gentlewoman will support me.
