Let me respond to the gentleman from Utah who spoke of his family's background and education. Firstly, my former wife, who is now deceased, taught school for 35 years, first and second grade. My son, who has his Ph.D., as my friend's son is about the business of getting his graduate degree, worked in education, taught sixth grade for a number of years, and then recruited schoolteachers for Palm Beach County and Broward County in Florida. The question was why would we not want to educate every child, and the gentleman referenced a period in 1609 when we certainly were not educating every child. I went to school for the first time in 1941 to a school that was built by Julius Rosenwald, and I recommend a documentary that is in the movies throughout the country now. Mr. Rosenwald, at the insistence of Booker T. Washington, built schools for Black children, 642 of them, in the South, where there were none. My mother didn't have an opportunity to go to that school. Other people in my town never had an opportunity to get an education, and you come here and you talk about why would we not want this education. If it is so good, then why isn't it everywhere? And why are you picking on the District of Columbia? Perhaps someone who knows that very well will be able to tell us more than myself with my passion.
