Before yielding, I would like to correct myself. When I spoke, I spoke about the minority's right for a motion to recommit, which indeed we do have; but in this particular instance, it is the minority's right to offer up the previous question, and that is what we are proceeding under. Mr. Speaker, I yield 2 minutes to the gentleman from North Carolina (Mr. Price), a gentleman I have known a very long time in this institution and care greatly about, a very thoughtful Member.
