I thank the gentleman for yielding. I think that the gentleman's amendment to this piece of legislation is an important policy step. In fact, I think in many cases a ``loser pay'' ought to apply to a much larger area. I know that the gentleman's amendment only deals with grazing, but he cited an example in Wyoming where it cost somebody $125,000, and with the volatility of the market, that is a big expense on individuals. I think this will help curb that in the future. So I congratulate the gentleman for his amendment, and I intend to support it.
