We should be working together to ensure that all children have the opportunity to receive a quality education and taking action to guarantee that the United States pays all of its bills on time and in full. Neither of these bills accomplish those vitally necessary goals for this great country. I urge my colleagues to vote ``no'' and defeat the previous question and vote ``no'' on the rule.
