These bills exemplify the recklessness and the foolishness of the majority's almost exclusive focus on domestic appropriations for deficit reduction, while leaving the main drivers of the deficit unaddressed. We cannot continue on this path if we intend to maintain our country's economic competitiveness. I urge my colleagues to vote ``no'' on the rule and underlying bills, and I yield back the balance of my time.
