So what this attempts to do, by the gentleman from Texas with his amendment, is simply to say, okay, we're going to exercise our authority, and our authority is not to give any agency that contributes to this policy any funds. It's nothing more than that. So I urge my colleagues to support the amendment offered by the gentleman from Texas. With that, I yield back the balance of my time.
