Mr. Speaker, that the issue here is not the benefits of these settlements. We think those settlements are good. The one element that we have a question on is what is the cost to the taxpayer? I think that is a very, very legitimate issue for us in the U.S. House to consider. So with that reason, as I mentioned earlier, I have to reluctantly oppose all three of these bills. And I would hope in the future at the committee level we can have this full transparency on future settlements that we will inevitably have in this Congress. With that, Mr. Speaker, I urge my colleagues to vote ``no'' on this bill, and I yield back the balance of my time.
