“House Resolution 966 is a closed rule providing for consideration of H.R. 5970. The rule provides 1 hour of general debate on H.R. 5970 in the House equally divided and controlled by the chairman and ranking minority member of the Committee on Ways and Means. It also waives all points of order against the consideration of H.R. 5970 and provides one motion to recommit H.R. 5970. House Resolution 966 also provides for the consideration of H.R. 4 under a closed rule. It provides 1 hour of general debate on H.R. 4 in the House equally divided among and controlled by the chairman and ranking minority member of the Committee on Ways and Means and the chairman and ranking minority member of the Committee on Education and the Workforce. The rule waives all points of order against consideration of H.R. 4, and provides one motion to recommit. This rule allows for consideration, Mr. Speaker, of two very important measures. The first deals with protecting the pensions of American workers.
