I just simply want to make this point, because the basis of the argument of the gentleman from Washington (Mr. Inslee) has been on the salmon, and the implication of his argument is such that only the Federal Government can make the right plans. My question to the gentleman, since the gentleman used to represent that district that I now represent, is the gentleman aware of the Vernita Bar agreement, which is a local agreement between the local State and Federal Government that has enhanced the salmon runs? In fact, we are now seeing the benefits of that. Because I think the gentleman probably is aware that the spring chinook run coming back to the Columbia River is higher than it has ever been since they started keeping records in the mid-1950s.
