Sadly, the Democrat leaders today are not taking care of the business of this country. They've failed to get their work done because, in my view, they would rather play political games than do the job that Congress and all of us are elected to do. The new fiscal year... began 37 days ago, on October 1. Yet not one of the annual funding bills to fund the Federal Government has been signed into law. You have to go back 20 years to find a record this bad. This rule would provide for the consideration of two separate appropriation bills that have been combined together by the Democrat leaders. The Veterans funding bill and funding for the Departments of Labor, Health and Education have been forced together in this conference report. These bills have nothing in common... The difference is, Madam Speaker, the Veterans funding bill has the votes to pass this Congress and be signed into law, while the Labor, Health and Education spending bill will be vetoed because it increases spending by $10 billion over the President's request. Democrat leaders are using the veterans to try and force through their plan of higher spending.
