Step one is businesses present their requests to an independent board, nonpartisan, called the ITC, International Trade Commission. Step two is that it is an open and transparent process. They asked for input from all across the country, from the public, from businesses, from Congress, from the administration, an open, transparent process. Step three is Congress takes action. And step four is America wins. They become more competitive.…”
