None of the funds made available by this Act may be used to issue, implement, or enforce the proposed regulation by the Federal Aviation Administration entitled ``Operation and Certification of Small Unmanned Aircraft Systems'' (FAA-2015-0150) without consideration of the use of small unmanned aircraft systems for agricultural operations, as defined in 14 CFR 21.25(b)(1).
