“Before I begin the rule on the two measures that are before us today, let me just make a couple of comments that have come to mind in light of the events over the last week. I ask how can we expect others to have a high opinion of us if we don't even show each other the respect that we should and that we deserve? I believe that we must all remember that we are--before we are Republicans, before we are Democrats or Independents--all Americans.…”
