I don't possibly see how a micro quorum with lack of representation from many States and many districts has more legitimacy than a temporary appointment until such time as special elections can be held.

It defies common sense to believe that he somehow segregates the knowledge he gets in one committee hearing or a meeting with the secretary of the treasury.
