We make it very clear that we all want to be responsible nuclear weapon states. And what Russia is doing is not being a responsible nuclear weapon state.

We are diminished if we do not.

It matters to the United States because, one, we are a leader and we have to be continued to be seen as a leader around the world.

Multilateralism is key to so much of what we need to do.
