This has happened a couple of times. Isn't it the normal order that one person speaks, then they reserve, and then the opposition speaks? A couple of times they just moved on to their next speaker and have gone through. As I understand it parliamentarily, that is not the way it is supposed to happen. The ACTING CHAIR. That is the normal pattern of alternation, but recognition is within the discretion of the Chair.
