It sort of depends on why the Forest Service wants to limit that use. If there are other legitimate interests in the area and if the Forest Service doesn't want them test-firing whatever it is they are test- firing, I think we need to have a balance between those interests. It is conceivable that the Forest Service might have something they are trying to protect that the DOD has not thought about, and I think a balance of those interests is better than making one agency paramount over others. The Forest Service does not know much about the Department of Defense, but I would submit that the Department of Defense doesn't know much about what the Forest Service is trying to protect. It is a matter of both sides doing their jobs and striking the proper balance, so I would simply urge a ``no'' vote. I yield back the balance of my time.
