I yield myself an additional 30 seconds. Lastly, if you simply let defense out of jail in this awkward way and keep everything else under the budget caps, we will never get rid of the budget caps. That is the reason, and it is, I think, a pretty legitimate reason. If the Republican budget holds, we will never be able to get rid of the budget caps. That is why we are opposed to it. It is a legitimate reason. You can disagree with it, but let's stop with this whole, ``Oh, if you have an amendment in it, you can't oppose it, and you can't oppose the NDAA because it supports our troops'' when the very people who are making that argument and who had a reason did exactly that. You can argue about whether or not the reason was justified, but, certainly, it is not consistent to make the opposite argument now. I reserve the balance of my time.
