Mr. Chairman, that all sounds good; but the one thing that direct solar apparently can't do is actually generate energy and generate electricity. That's the problem with including it in the program for alternative energy. It may well be a very good thing, and it may be something we ought to do; but to say that it's going to count as an alternative energy source when it's not actually an energy source is what we object, to pure and simply; and it does not fit in this category. That's why I join the gentlelady from Guam in opposing the amendment.
