What I would like to do is read the letter from the National Guard Association of the United States. This is a letter to Chairman McKeon and Ranking Member Smith, and he says: As you are aware, there is an amendment sponsored by Reps. Van Hollen, Moran, Mulvaney, and Woodall that would strip $5 billion out of the Overseas Contingency Operation funding and the underlying readiness and modernization plus-ups supported in the bill, which includes $400 million for the National Guard and Reserve Equipment Account (NGREA). This would have a significant impact on National Guard equipment, as this funding is critical for new equipment purchases not planned for or funded by the active components in the President's budget. We urge you to oppose amendment 39. Then he goes into some details about what that would mean.
