“This amendment simply states what I think is the obvious: It would be a bad idea to put tactical nuclear weapons into South Korea. To some degree, it makes more--rational perhaps is too strong a word--user friendly Mr. Franks' amendment in the committee, by at least making it clear that this very bad option for our national security interests is not going to be contemplated. This amendment says that we should not put tactical nuclear weapons into South Korea. I think that is clearly the right policy, and I urge adoption. Mr. McKEON.
