This war is the first time in American history when we have had tax cuts during a war. And if ever there is a moment in time when our country should be called upon to share a sacrifice, it is when we are sending our sons and daughters to war. This amendment calls the question, it says the obvious: We can't keep paying for this on a credit card. There are costs that are going to be paid not only by this generation, but by future generations. The President has put this war on the credit card, and the irony of that is that it is the sons and the daughters of the men and women who are fighting this war who are going to pay for this. It is time to be candid and honest with the American people.
