America faces, right now, two great challenges. One is high unemployment--we have got to put people back to work--and the other is an energy policy that is not as clean as it needs to be. It is not as sustainable as it must be, and it is not as affordable as it is essential that it be. This legislation addresses both of those challenges by investing in energy efficiency, and this is with people making their own decisions about how best to do that in their own rural homes. We invest in our economy. Over 90 percent of the materials are manufactured in the United States of America. By slowing our wasteful use of energy, we can save homeowners hundreds of millions of dollars. That is money in their pocket that they can spend on other things good for the economy. And by, of course, reducing the amount of costly oil we import from hostile nations, we can create clean energy jobs here at home. So this is a practical approach to address persistent high unemployment, tight family budgets, and climate change. This is a win-win-win for families, for our economy, and for our energy future.
