In the 104th Congress, I tell my friend from Maryland, there was an unprecedented slowdown in the confirmation of judges to the extent that I think the only year that we could find, certainly in recent memory, where no court of appeals judges were confirmed at all was in the second session of the 104th Congress. The slowdown was so dramatic in the second session of the 104th Congress that it dropped the number down to certainly an unprecedented low, considering the vacancies.
