it has been my experience in over a quarter of a century on the Appropriations Committee, through six administrations--President Ford, President Carter, President Reagan, former President Bush, President Clinton--that both Republicans and Democrats were able to ask questions and expect answers from the executive branch. Further, it was my experience that throughout all of these administrations, Republican and Democratic alike, there was not a restriction made because we were required to ask these questions.
