I am citing line 3: ``* * * if the United Nations attempts to implement or impose any taxation or fee on any United States persons or borrows funds from any international financial institution.'' And then, on line 21, we have the definition of those institutions. And on line 8, it says, ``None of the funds appropriated or otherwise made available under this Act may be made available to pay any voluntary contribution of the United States to the United Nations or any of its specialized agencies * * *.'' That prohibition follows, as I read this, ``* * * if the United Nations * * * borrows funds from any international financial institution,'' as defined in here. I am not arguing that point. I just want to make sure we understand what we are doing.
