I also thank the Senator from Pennsylvania, and agree with him on the importance of testing as an important part of the effort to stop the spread of HIV and AIDS. The bill under consideration includes $375 million for U.S. Agency for International Development programs to combat HIV/AIDS. It is my belief that a portion of these funds should be committed to the development of rapid tests.
