I agree with the Senator. I am pleased that the Senate is recommending a considerably higher appropriation than the House for the GEF, and I intend to work diligently to persuade the House to agree to our GEF number in conference. We must get back on track and pay our arrears to the GEF.

I can say with absolute certainty that the proposed rules directly conflict with the legislation on a variety of matters, especially on provisions that limit access to the PTAB.
