I thank the distinguished senior Senator from Connecticut, especially since he brings a wealth of knowledge here. He was one of the most noted attorneys general of his State. Also, he has that very unique knowledge of one of the most highly sought positions--a clerk to a member of the U.S. Supreme Court. In many ways, these are the people who have a closer view. So Senator Blumenthal's experience as a clerk of the Supreme Court is something none of us should ignore. Madam President, I ask to be able to yield to the distinguished senior Senator from Pennsylvania. The PRESIDING OFFICER. The Senator from Pennsylvania.
