I want to compliment him, the Democratic leader, the chairman of the committee, Senator Biden, Senator Kyl, and their staffs, who worked with me and my staff and others throughout this week, sometimes until 1 or 2 o'clock in the morning, to get this agreement together. I think it shows the kind of bipartisan cooperation we should have.
