the Senator asked those who love this institution to speak up. I am the Dean of the U.S. Senate. I have served here for 48 years. I love this institution. I know the Constitution vests the power of the purse in the Congress. Certifications of these earmarks have been available to the public on our committee website at my request and Senator Shelby's request for 8 months. Everybody knows what is here. Vote for them or not; but, frankly, if I have to speak of what is needed for my State of Vermont, I want to be the one speaking for it-- not somebody downtown.
