The amendment is as follows: At the appropriate place, insert the following: ``Notwithstanding section 1101, section 7054(b) in division I of Public Law 112-74 shall be applied for purposes of this division by inserting before the period in paragraph (2) `; or (3) such assistance, license, sale, or transfer is for the purpose of demilitarizing or disposing of such cluster munitions'.''.
