That problem was ``libel tourism,'' a troubling trend of foreign lawsuits that have stifled Americans' First Amendment rights. Today, I am introducing legislation to put a stop to this harmful trend. Authors, reporters and publishers are primary sources of this information, and their ability to disseminate their writings is critical to our democracy. Over recent years, American authors, reporters and publishers have fallen victim to libel lawsuits in countries with significantly weaker free speech protections that what our First Amendment affords.”
