This life-saving legislation should be a top priority of the new 113th Congress. The annual incidence of domestic violence has dropped more than 50 percent. We have helped to provide victims with critical services like housing and legal protection. Those are just a few highlights. We need to remember that behind those numbers are thousands of lives made immeasurably better.
