Mr. President, the suggestion is many people aren't here to vote. Well, let's bring up the continuing resolution. Let's vote it up or down. Let's say to the rest of the world, including Russia, the most powerful nation on Earth can stay open or a few Senators can say: No, golly, we got to get something on television. We ought to close down the government. The Senator from Florida is welcome to bring up his bill sometime in regular order. Let's not slow up things now. So let's vote on the continuing resolution. Let's show the United States of America and the rest of the world that we can stay open and that we are not afraid to stay open. We will stay open, and we all--I think we could probably say unanimously, I would hope--oppose what Russia apparently is planning to do in Ukraine. I suggest the absence of a quorum. The PRESIDING OFFICER. The clerk will call the roll. The senior assistant legislative clerk proceeded to call the roll.
