I salute his efforts in trying to get a balanced budget amendment finally passed in this Congress that imposes some discipline with regard to the question of escalating taxes. I came here in 1969. The last time we had a balanced budget was that year. In the years since, we cut taxes once, very significantly, in 1981. Ironically, it produced almost a doubling of revenues in the course of the ensuing decade, but the spending has been out of control, and I hear a lot of good rhetoric on how we have got to discipline ourselves on spending. But we must remember that when you do not have some discipline from the standpoint of imposing restrictions on constantly raising taxes, we could be confronted with what we went through in 1993 with passage of the biggest tax increase in the history of civilization, and it still was not addressing that question of spending. We are being overtaxed currently. We have got to get it under control. The supermajority requirement is a perfect way of approaching it. I urge my colleagues to support Barton.
