I do not know for sure, but what could be happening forcing you to the open market would be if the vendors and or manufacturers just said we cannot make any money selling this product, so we just will not provide it.

Implementation and enforcement can be a good thing where government is working with businesses to help them get to a desired result or it can be a dagger in the heart.
If you were, you wouldn't behave like this. And nobody would spend their own money like this.
I want to give the VA a shout-out and there are some--obviously, we are going over some problems today that the VA had, but all in all I think the VA probably has the opportunity to be one of the best systems in the country.
