Just very briefly, just to put that in context. Like I said a moment ago, I was here for the BCA. We had a number in the discretionary part of the budget that we funded. We have taken money away from other departments and almost doubled, as a matter of fact over doubled the VA's budget, just for clarification.

Implementation and enforcement can be a good thing where government is working with businesses to help them get to a desired result or it can be a dagger in the heart.
