I think one of the most important things in this free society that we live in is a secret ballot.
For those veterans who filed an initial form, I can see how that confusion could occur pretty easily.
If they want to organize, they should be able to do that. If they don't, they should also have that right.
The Federal government's process for awarding contracts is liable to inefficiency and abuse.
