Heroic effort was needed to substitute national loyalty for department and bureau loyalty.
This order is recommended by the Treasury Department and the Civil Service Commission.
The difficulty about that will be in ever securing approval of it by the Senate.
The Senate has a way of reaching a vote when it wants to and I have no doubt that that will be the result on the cruiser...
