Mrs. James E. Golladay, widow of Mr. Golladay, who served in the Interior Department for twenty-eight years preceding his death, may be appointed to an appropriate clerical position without reference to the civil service rules.
All competitors rated at 70 or more shall be eligible for appointment, and their names shall be placed on the proper register, according to their ratings.
